Statement on End of Special Registration Program

Des Moines, IA, December 2, 2003

DES MOINES-Democratic presidential candidate Governor Howard Dean, M.D., issued the following statement in response to news reports indicating that the Department of Homeland Security has decided to terminate its “special registration” program.

“As President, I will devote myself to protecting Americans from terrorism. And unlike this Administration, I will enact measures that actually make us safer without compromising our basic freedoms. There is no contradiction between protecting the country from terrorism and ensuring the protection of our basic civil liberties every step of the way.

“The Bush administration's special registration program failed on both counts. It amounted to little more than religious or racial profiling and diverted limited resources and funding from other critical homeland security initiatives, while alienating immigrant communities whose assistance is critical in fighting terrorism.

“I am pleased to learn that the Department of Homeland Security has decided to end this terrible program.”
